- ➤ Monroe police arrested 51-year-old Fred Clark III on August 2 at 4:42 p.m. on Allen Avenue near Richmond Apartments after a witness said he allegedly produced a gun during an argument, shot a man in the torso, and fired at three men who entered his home uninvited to buy narcotics—he has been charged with illegal use of weapons, obstruction of justice, and second-degree murder.
